Important New Quebec Immigration Changes Effective November 23
A pivotal shift has occurred in Quebec's immigration landscape with the enforcement of crucial changes on November 23, 2023, prompted by the by-law amending the Québec Immigration Regulations. These modifications aim to address labor-force challenges, foster economic development, and elevate the prominence of the French language across Québec.
Mandatory French Requirement: Prospective candidates under the economic immigration program must now fulfill the mandatory French-speaking requirement.
Educational Criteria: Effective November 23, 2024, individuals applying through the Québec Experience Program-Graduate Component must have completed a program of study in French in Québec or successfully finished at least three years of full-time secondary or post-secondary education in French.
Program Transition: The Qualified Worker Selection Program (QWSP) is set to take over the role of the Regular Skilled Worker Program on November 29, 2024.
New Annual Targets: The Quebec Immigration Plan 2023 outlines annual targets of 39,800 to 45,150 admissions. Economic immigrants are expected to constitute 65% of total admissions in 2023.

Economic Immigration: 32,000 to 33,900 (Minimum), 31,950 to 31,950 (Maximum)
Skilled Workers: 28,000 to 29,500
Business People: 4,000 to 4,300
Family Reunification: 10,200 to 10,600
Refugees and Similar Situations: 6,900 to 7,500
Other Categories: 400 to 500
